A.           &nbs= p;  =20 POLICY

 

1.   Follow up on = National=20 Urban Housing and Habitat Policy (NUHHP),=20 2007:

1.1      = The Policy=20 along with tabulated statement indicating the various actionable = points=20 under the National Urban Housing and Habitat Policy: 2007 have = been widely=20 circulated among the various Central Ministries, State = Governments, UT=20 Administrations, business chambers, associations of real estate = developers=20 and other stake holders.

 

1.2     The = Policy seeks=20 that the Central Government will encourage and support the States = to=20 prepare a State Urban Housing and Habitat Policy and also a State = Urban=20 Housing & Habitat Action Plan. This may include passing of = specific=20 Acts by the States/UTs (with = legislature) for=20 achieving the housing policy objectives through legal & = regulatory=20 reforms, fiscal concessions, financial sector reforms and = innovations in=20 the area of resource mobilization for housing and related = infrastructure=20 development at the State/UT level.

 

1.3    In follow-up = of this=20 and its own objectives of tackling the housing shortage, the = Ministry has=20 taken the initiative to organise a = Conference of=20 all State Ministers of Housing, Local Self Government and Urban=20 Development on the 20th January, 2009 with a view to seeking the=20 cooperation of the States.

 

1.4      = It was=20 highlighted to the participating States/UTs that=20 housing construction presently provides housing for the EWS = through JNNURM=20 and State Government schemes; and for the HIG though builders. = There is=20 actually a dearth of housing for the LIG and MIG in what may be = called=20 affordable housing. Between the JNNURM effort and state sector = schemes in=20 some states, it is estimated that about two million houses may be=20 constructed for the economically weaker sections of the populace = by the=20 end of the 11th Plan. Given the housing shortage in the country, = much=20 greater effort and a much larger programme for=20 housing construction is required.

 

1.5 The States were = convinced=20 of the double benefit the social housing programme carries.  It significantly = improves the=20 quality of life of the slum dwellers and the poor; and = side-by-side=20 provides an impetus to the economy by its tremendous multiplier = effect.=20

 

1.6 The State = Governments were=20 requested to supplement the efforts of Union Government in = creation of=20 additional housing stock by increasing supply of serviced land and = new=20 houses by direct intervention through State Housing Boards, = Development=20 Authorities, Cooperative Sector etc. and also providing one time = incentive=20 in the form of relaxation of Floor Area Ratio (FAR) /Floor Space = Index=20 (FSI) norms through appropriate spatial (regulatory) incentives.=20

 

2.=20 Sub-Mission Basic = Services to=20 the Urban Poor (BSUP) and Integrated Housing and Slum Development = Programme (IHSDP)  under Jawaharlal = Nehru=20 National Urban Renewal Mission = (JNNURM)

 

2.1.1     In = order to=20 address infrastructure shortage and basic amenities needs of the = urban=20 poor living is slums in the urban areas, the Government launched=20 Jawaharlal Nehru National Urban Renewal Mission (JNNURM) with = effect from=20 3rd December, 2005. The Mission comprises two = Sub-Missions =96=20 Urban Infrastructure and Governance (UIG) and Basic Services to = the Urban=20 Poor (BSUP). These Sub-Missions are for select 65 cities (2 cities = namely=20 Porbandar and Tirupati=20 have been added recently). For cities/towns other than these 65 = identified=20 cities, two schemes, namely, Integrated Housing & Slum = Development=20 Programme (IHSDP) and Urban = Infrastructure=20 Development Scheme for Small and Medium Towns (UIDSSMT) have also = been=20 launched on 3rd December 2005.

 

2.1.2      = Ministry=20 of Housing & Urban Poverty Alleviation is the nodal Ministry = for Basic=20 Services to the Urban Poor (BSUP) and Integrated Housing & = Slum=20 Development Programme (IHSDP), whereas = the=20 Ministry of Urban Development is the nodal Ministry for the = Sub-Mission=20 Urban Infrastructure & Governance and = UIDSSMT.

           =20

2.2      =20 Highlights of the Mission (BSUP & IHSDP) =96 = Summary of=20 Progress and Technical Support:

 

2.2.1      = Under BSUP=20 & IHSDP More than 1.4 million=20 houses sanctioned (14,59,272). 1304 projects with = outlay of more=20 than Rs 33, 860 crores =20 approved with the Central=20 share of Rs. 18,499 crores committed (102% of 7-year = allocation for=20 2005-12). ACA of Rs 7213 crores released. All States and 63 Mission = Cities=20 covered under BSUP. All State and UTs except=20 small states of Goa, Sikkim, and Lakshadweep = covered under=20 IHSDP so far.  About = 1.74=20 lakh houses completed and 4.36 lakh houses in progress.

 

2.2.2         =20 Financial support = for setting=20 up of Programme Management Units (PMUs) in 23 States/UTs=20 has been approved. States to monitor BSUP, IHSDP & other urban = poverty=20 alleviation schemes. Detailed guidelines have been=20 issued.

 

2.2.3         =20  Financial Support for = setting up of=20 101 Project = Implementation Units=20 (PIUs) has also been approved at = the=20 Cities/ULBs levels to monitor BSUP, = IHSDP &=20 other urban poverty alleviation schemes. Detailed guidelines have = been=20 issued.

 

2.2.4         =20 A framework for Third Party Inspection and=20 Monitoring established and agencies for -Third Party = Inspection and=20 Monitoring empanelled by Mission Directorate. TPIMs for 9 States namely Andhra Pradesh, = Chhattisgarh, Gujarat, Karnataka, Madhya = Pradesh,=20 Maharashtra, Tamilnadu, Uttar Pradesh & West = Bengal have been approved. Other States = are also=20 coming forward. Detailed guidelines have been=20 issued.

 

2.3      =20 Progress on 3 Pro-Poor Key = Reforms

 

=B7           = ;         =20 Internal earmarking = within=20 local body budgets for Basic Services to the Urban=20 Poor

48cities=20 have undertaken implementation of this reform

 

=B7           = ;         =20 Earmarking of at = least 20-25%=20 of developed land in all housing projects (both public and private = agencies) for EWS/LIG category

 

17 = States (43=20 Cities) have issued the policy directives to reserve developed = land in=20 public and/or private housing projects

 

=B7           = ;         =20 Implementation of 7- = Point=20 Charter: Provision of 7 Basic Entitlements/Services=20

o       =20 This reform is to be = implemented in a staggered manner over the Mission Period in = convergence=20 with the programmes of other = Ministries as this=20 is also an outcome of the Mission.

2.4       = Some=20 Recent Initiatives:

 

(i)        =20 Planning=20 Commission has enhanced the allocation by Rs.=20 5043 crore for BSUP (Rs. 2682 crore) = and IHSDP=20 (Rs. 2361 crore) and=20 Ceiling Cost of a dwelling unit provided under the IHSDP was = revised with=20 the approval of the Cabinet from Rs. = 80,000/ to=20 Rs. 1,00,000 w.e.f.=20 01-04-2008.

 

(ii)           = ;            =             &= nbsp;           &n= bsp;           &nb= sp;           &nbs= p;            = ;            =             &= nbsp;           &n= bsp;  =20   New scheme of = =93Affordable=20 Housing in Partnership

 

(iii)           = ;            =             &= nbsp;           &n= bsp;           &nb= sp;           &nbs= p;            = ;            =             &= nbsp;           &n= bsp;=20  

The = Government has=20 also launched new scheme of Affordable Housing in Partnership with = an=20 outlay of Rs. 5,000 crores for construction of one million = houses for=20 EWS/LIG/MIG with at least 25% for EWS category.  The scheme aims at = partnership=20 between various agencies/ Government/ parastatals/ Urban Local Bodies/ = developers=96 for=20 realizing the goal of affordable housing for all. 

 

           =20 Detailed Guidelines have been issued in this regard. = Ministry=20 proposes to modify the guidelines in consultation with Planning = Commission=20 and  Department of=20 Expenditure.

 

3.      =20 Formulation of Rajiv Awas Yojana

 

3.1      =20 Government has announced a new scheme called Rajiv Awas Yojana (RAY) for the slum dwellers and the = urban poor.=20 This scheme aims at providing support to States that are willing = to=20 provide property rights to sum dwellers. The Government=92s effort = through=20 the implementation of RAY would be to encourage the States to = adopt a pace=20 that will create a Slum free India at the = earliest. The=20 process of consultation before seeking approval on the parameters = of the=20 Scheme is in progress with the circulation of Draft Guidelines of = the=20 Scheme to States/UTs/Central = Ministries etc.=20 seeking their suggestions/ comments.   

 

4.        =20 Interest Subsidy Scheme of Housing For=20 the Urban Poor (ISHUP)

 

4.1       = The=20 Interest Subsidy Scheme for Housing the Urban Poor (ISHUP) has = been=20 launched w.e.f. 26/12/2008 with a view = to enable=20 access of urban poor to the long term institutional finance. The=20 guidelines of the scheme were drawn up in February 2009 and=20 circulated.

 

4.2     The = Scheme seeks=20 to provide interest subsidy to Economically Weaker Section (EWS) = and Low=20 Income Group (LIG) beneficiaries on availing loans from the Banks = /Housing=20 Finance Companies (HFCs) to enhance=20 affordability of these income segments. Under this scheme, an = interest=20 subsidy of 5 percent per annum will be given upfront on loans = upto Rs. = 1,00,000/- taken=20 from Banks / Housing Finance Companies (HFCs)=20 during 11th Five Year Plan. The Loan repayment Period would be = 15-20=20 years.  The Scheme = is=20 positively inclined towards EWS households and out of 3.10 lakh dwelling units envisaged under the = scheme, 2.70=20 lakh dwelling units are targeted for = EWS=20 housing. =20

 

4.3       =20 In order to disseminate the details of Scheme and clarify = doubts,=20 this Ministry has held two consultations with Housing Secretaries = of=20 States/UTs and representatives of = Public Sector=20 Banks (PSBs) on 4th and 22nd May 2009. = Banks/HFIs which have to act as the = Primary=20 Lending Institutions (PLIs) have = responded well=20 to the scheme and so far 20 Banks and 8 HFIs=20 have signed Memorandum of Agreement (MOA) with the two Central = Nodal=20 Agencies (CNAs), namely National = Housing Bank=20 (NHB) & Housing & Urban Development Corporation Ltd. = (HUDCO) who=20 are to act as financial intermediaries for release of subsidy to = PLIs under the Scheme. This has further been = followed=20 up by visits to different states and meetings with the State = Secretaries,=20 Municipal Commissioners, Senior level bank officers etc. and = during last=20 three months Gujarat, Maharashtra, = Kerala, Karnataka, Andhra Pradesh, Madhya = Pradesh,=20 Uttar Pradesh, Rajasthan, Orissa, = Chhattisgarh, Tamil Nadu,=20 Jammu & Kashmir, Haryana and = Punjab have been covered.       = A=20 meeting with the select states and the MOA signing Primary Lending = Agencies (PLIs) was held on = 14.12.2009.=20

 

5.        =20 Street Vendors Policy and Model Bill=20

 

5.1       =20 Ministry of Housing & Urban Poverty Alleviation has = recently=20 comprehensively revised the National Policy on Urban Street = Vendors=20 (2004), taking into account the views of States/UTs and other stake holders. The revised National Policy on = Urban=20 Street Vendors, 2009 = aims at=20 fostering a congenial environment for the urban street = vendors to=20 carry out their activities without harassment from any quarter and = provides mechanism of regulation of such activities to avoid = congestion on=20 sidewalks and to ensure free flow of traffic on roads. It aims at = ensuring=20 that urban street vendors find due recognition at national, state = and=20 local levels for their contribution and is conceived as part of = the=20 national initiative for alleviation of poverty in cities and = towns.  The revised Policy = underscores the=20 need for a legislative framework to enable street vendors to = pursue an=20 honest living without harassment from any quarter. Accordingly, a = Model=20 Street Vendors (Protection of Livelihood and Regulation of Street = Vending)=20 Bill, 2009 has also been drafted. The revised Policy and Model = Bill have=20 already been forwarded by the Ministry of Housing & Urban = Poverty=20 Alleviation to all States/UTs.=20

 

B.        =20 SCHEME FOR URBAN POVERTY=20 ALLEVIATION

 

6.        =20 Swarna Jayanti Shahari = Rozgar Yojana=20 (SJSRY)

     =20

6.1      = With a=20 view to ameliorate the living conditions of the urban poor and to = reduce=20 urban poverty, the Swarna = Jayanti shahari = Rojgar Yojana = (SJSRY) is=20 being implemented as a Centrally Sopnsored=20 Scheme for the benefit of the urban poor on all = India=20 basis, since 1.12.1997.

 

6.2       =20 The scheme of Swarna Jayanti Shahari = Rozgar Yojana = (SJSRY) has=20 been comprehensively revamped with effect from 2009-2010. The = following=20 major changes have been effected in the = scheme:

 

(i).     For = special=20 category States (8 NER States and 3 other hilly States i.e. Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Jammu & Kashmir, Himachal Pradesh and Uttarakhand), the funding pattern for the = Scheme=20 between Centre and the States, has been revised from 75 :25 to=20 90:10.

(ii).    For the = beneficiary=20 under the Urban Self Employment Programme (USEP)=20 component of the Scheme, the education limit criteria of =93not = educated=20 beyond 9th standard=94 has been removed and now no = minimum or=20 maximum educational qualification level has been prescribed for = the=20 purpose of eligibility of assistance.

 

(iii).   For the = self-employment=20 (individual category), the project cost ceiling has been enhanced = to Rs. 2.00 Lakhs = from the=20 existing Rs. 50000/- and the subsidy = has also=20 been enhanced to 25% of the project cost (subject to a maximum of = Rs. 50000/-), from the existing 15% of the = project=20 cost (subject to a maximum of Rs. = 7500/-).=20

 

(iv).   For the group = enterprises set=20 up by urban poor women, the subsidy has been made as 35% of the = project=20 cost or Rs. 300,000/- or Rs. 60,000/- per member of the Group, = whichever is=20 less. The minimum number required to form a women group has been = reduced=20 from 10 to 5. The revolving fund entitlement per member has also = been=20 enhanced from the existing Rs. 1000/- = to Rs. 2000/-.

 

(v).    Under the = Urban Wage=20 Employment Programme (UWEP) component, = which is=20 applicable to the towns having population less than 5 Lakhs as per 1991 census, the 60:40 Material = labour ratio for the works under UWEP, = flexibility of=20 10% (either side) is now accorded to the States/UTs.

 

(vi).   The Skill Training = of the=20 Urban poor component has been restructured and quality skill = training will=20 be provided to the urban poor linking it with certification, = imparted=20 preferably on Public-Private Partnership (PPP) mode, with the = involvement=20 of reputed institutions like IITs, = NITs, Poly-techniques, ITIs,=20 other reputed agencies etc. The average expenditure ceiling per = trainee=20 has been enhanced from the Rs. 2600/- = to Rs. 10000/-.

 

(vii).  3% of the total Scheme = allocation=20 will be retained at the Central level for special /innovative = projects to=20 be undertaken to implement a time-bound targeting to bring a = specific=20 number of BPL families above the poverty line through = self-employment or=20 skill development. =20

 

6.3         =20 The revised Swarna Jayanti Shahari = Rozgar Yojana = (SJSRY) has=20 now following five major components:-

 

(i)           = ;       =20 Urban Self = Employment Programme (USEP)-Targeting individual urban = poor for=20 setting up of micro-enterprises.

 

(ii)     Urban = Women=20 Self-help Programme (UWSP)-Targeting = urban poor=20  women self-help groups for setting up of group-enterprises = and=20 providing them assistance through a revolving fund for thrift = & credit=20 activities

 

(ii)           = ;     =20 Skill Training for = Employment=20 Promotion amongst Urban Poor (STEP-UP)-Targeting urban poor for = imparting=20 quality training so as to enhance their employability for = self-employment=20 or better salaried employment.

 

(iv)    Urban Wage = Employment=20 Programme (UWEP) -Assisting urban poor = by=20 utilizing their labour for = construction of=20 socially and economically useful public assets, in towns having = population=20 less than 5 lakhs.

 

(v)     Urban = Community=20 Development Network (UCDN)-Assisting the urban poor in organizing=20 themselves in self-=20 managed community structures so as to gain collective = strength to=20 address the issues of poverty facing them and participate in the = effective=20 implementation of urban poverty alleviation programmes. =20

 

C.        =20 SCHEME FOR SANITATION

 

7.        =20 Integrated Low Cost Sanitation (ILCS) Scheme=20

 

7.1      =20 Integrated Low Cost Sanitation (ILCS) Scheme, = a = centrally=20 sponsored scheme, envisages conversion of individual dry = latrine=20 into pour flush latrine thereby liberating manual scavengers from = the age=20 old, obnoxious practice of manually carrying night soil.=20

 

7.2     The = guidelines=20 of the ILCS Scheme have been suitably revised with the approval of = the=20 Cabinet in its meeting held on 17.01.2008 and the revised = guidelines have=20 been circulated to all States/UTs and = concerned=20 Departments.

 

7.3       = The=20 project cost for converting around 6 lakh dry=20 latrines is Rs. 715.48 crores out of which central subsidy = comes to=20 around Rs.545.00 crores during the = XIth Plan. =20 The revised ILCS Scheme envisages conversion of all = existing dry=20 latrines within a period of three years (2007-2010). With the=20 implementation of the Revised ILCS Scheme, it is expected that the = system=20 of manual scavengers will be eradicated from the country.=20

 

7.4        =20 There is a budget provision of Rs.60.00 crores for the current financial year under = the=20 Scheme. 

 

D.           &nbs= p;  =20 OTHERS

 

    8.    Draft = Model Real=20 Estate (Regulation of Development) Act=20 200_____.

 

8.1    In order to = promote=20 planned and healthy real estate development of colonies and = apartments=20 with a view to protecting consumer interest on the one hand and to = facilitate smooth and speedy urban construction on the other; = Ministry of=20 Housing & Urban Poverty Alleviation drafted a draft Model Real = Estate=20 (Regulation of Development) Act 200_____. 

 

8.2    The draft = Model Act=20 has been divided in seven Chapters and includes six=20 schedules.

 

8.3    The draft = bill seeks=20 to establish  a = Regulatory=20 Authority and an Appellate Tribunal to regulate, control and = promote=20 planned and healthy development and construction, sale, transfer = and=20 management of colonies, residential buildings, apartments and = other=20 similar properties, and to host and maintain a website containing = all=20 project details, with a view to protecting, on the one hand the = public=20 interest in relation to the conduct and integrity of promoters and = other=20 persons engaged in the development of such colonies and to = facilitating on=20 the other the smooth and speedy construction and maintenance of = such=20 colonies, residential buildings, apartments and properties and for = matters=20 connected therewith or incidental thereto.

 

8.4     The = bill=20 provides for compulsory registration with the Regulatory Authority = for=20 development of land into a Colony of plots or construction of a = building=20 or conversion of any existing building or part thereof into = apartments,=20 for the purpose of marketing all or some of the apartments, except = when=20 the area of land proposed to be developed into a colony does not = exceed=20 one thousand square meters or the number of apartments proposed to = be=20 constructed does not exceed four.

 

8.5     The = bill also=20 provides that no promoter shall issue or publish an advertisement = or=20 prospectus, offering for sale any plot, building or apartment, or = inviting=20 persons who intend to take such plots, buildings or apartments to = make=20 advances or deposits without registering with the Regulatory = Authority and=20 without first filing a copy of the advertisement or prospectus in = the=20 office of the Regulatory Authority.

 

9.     = High Level=20 Task Force on =93Affordable Housing for = All=94

 

9.1     In = line with the=20 underlying goal of National Urban Housing & Habitat Policy, = 2007  to provide =91Affordable = Housing for=20 All=92 and in order to arrive at more scientific definition = for  affordability, the = Ministry set up=20 a Task Force on 15.1.2008 under the Chairmanship of Mr. Deepak = Parekh, Chairman =96 HDFC Ltd. to study and = make=20 recommendations as to affordability and the strategy to provide = affordable=20 housing in pursuance of the Policy.

 

9.2     Shri Deepak Parekh, Chairman=20 of the Task Force has presented the report on 29.12.2008. The Task = Force=20 has strongly recommended the need for =91Affordable Housing=92 and = mentioned=20 that delay in addressing the affordable housing problem would = seriously=20 affect India=92s economic growth and poverty reduction strategies. =

 

9.3    The Ministry = had set=20 up a Committee headed by Secretary, Ministry of Housing & = Urban=20 Poverty Alleviation and with other members as Shri Ashok Jha, retired Finance Secretary to Govt. of = India,=20 Prof. Amitabh Kundu,=20 School of Social Sciences, JNU; Prof. OP Mathur,=20 Principal Consultant, NIPFP - to examine the recommendations made = by the=20 Task Force and take a view in the matter.

 

9.4    The = recommendations=20 found acceptable by the Ministry have been divided into two = categories:=20 (i) where action lies within the = Ministry=92s=20 allocated business; and (ii) those which, in the view of the = Ministry,=20 either because of inter-ministerial involvement or wider = implication, need=20 to be brought to the notice of Cabinet for information or for = approval.=20

 

9.5    As part of=20 recommendations accepted by the Ministry it has been decided to = set up two=20 Committees for:

 

a. =20 working out the = parameters for=20 estimating the number of households under three categories of=20 =91affordability=92 =96 Economically Weaker Section (EWS), Low = Income Group=20 (LIG) and Lower Middle Income Group (LMIG); and =

 

b.=20 promotion of housing = micro=20 finance company which may be permitted to take household savings = as=20 deposits.

 

9.6   Further, a draft = cabinet=20 note has been circulated to the concerned Ministries/Departments = on the=20 recommendations involving pan-Government issues and comments = received are=20 being examined by the Ministry.

 

10.     Sensitisation=20 Through Celebration Of World Habitat=20 Day

 

10.1     The = Ministry of=20 Housing & Urban Poverty Alleviation organized World Habitat = Day 2009=20 on 5th October, 2009. The focus was on =93Inclusive Planning=94 = and the=20 shifts, technological innovations and financial instaurations to = achieve=20 the same.  Kumari Selja, Hon'ble = Minister of=20 Housing & Urban Poverty Alleviation and Minister of Tourism,=20 inaugurated the Event & delivered the World Habitat Day = Address on the=20 occasion.

 

E.        =20 ACHIEVEMENTS OF THE ATTACHED OFFICE, CPSUs AND AUTONOMOUS BODIES UNDER THIS=20 MINISTRY

 

11       =20 Attached Office

 

11.1     = National=20 Buildings Organisation:

 

11.1.1        =20 The National Buildings Organisation=20 (NBO), an attached Office of the Ministry of Housing and Urban = Poverty=20 Alleviation (HUPA) has been functioning as an apex organization in = the=20 country for collection, tabulation and dissemination of = statistical=20 information on housing and building construction activities. NBO = has been=20 assigned the work relating to development of =93Housing Start-up = Index(HSUI)=20 - internationally considered to be one of the leading economic=20 indicators,=94  for=20 measuring  the = change in the=20 level of activities in housing sector and to identify the growth/=20 recessionary tendencies in this and related sectors of the = economy. It=20 captures the movement of the economy and reflects the phase of the = business cycle-boom or recession.

 

11.1.2   The NBO has = implemented a web=20 based online system BRIKS (Building Related Information and = Knowledge=20 System) to overcome constrains of data accessibility, data = completeness=20 and timeliness of data. The NBO is also designated as the nodal = agency for=20 coordination of appraisal, sanction, monitoring and review of = projects=20 under Basic Services to the Urban Poor (BSUP) and Integrated = Housing &=20 Slum Development Programme (IHSDP) = component of=20 Jawaharlal Nehru National Urban Renewal Mission=20 (JNNURM).

12.1     = Hindustan=20 Prefab Limited (HPL):

 

=B7        =20 HPL (A Govt. of = India=20 Enterprise) is functioning under the administrative control of the = Ministry of Housing & Urban Poverty Alleviation since 1955. = Its main=20 areas of   =20 activities  =20 Manufacturing, Construction Projects, Maintenance works and = Real=20 Estate works. The company has ISO: 9001:2000 Certification. The = company=20 shut down the factory operations in Sept 2004 due to unviable cost = of=20 production. The company diversified from a manufacturing company = to a=20 service oriented company. =20 Currently the company is offering project management = services. 

=B7        =20 With the approval of = Government of India =91Conversion of HPL=92s=20 outstanding Government of India loan and interest thereon as on = 31.03.08=20 amounting to Rs. 128 crores have been converted into equity, = thereby=20 increasing the authorized capital of HPL from the existing Rs. 10 crores to = Rs. 138 crores=94. 

  • During the year=20 itself, the company has achieved a highest ever turnover of = Rs.150.32=20 Crore showing a growth of 428% and = has also=20 recorded an operating profit of Rs.9.38 Crore=20 (PBDIT) and a net profit of Rs.7.75 Crore=20 (PAT) and this has been a landmark achievement after a long gap = of 16=20 years in the history of HPL;

 

13.       =20 Autonomous Bodies

13.1    Building = Materials=20 and Technology Promotion Council = (BMTPC)

 

=B7        =20 BMTPC was = established in 1990=20 as an apex level autonomous organisation and registered under the=20 Societies Registration Act, 1860 under the aegis of the Ministry = of=20 Housing & Urban Poverty Alleviation with the prime objective = of=20 bridging gap between the laboratory development and large scale = field=20 application of cost effective, environment friendly and = energy-efficient=20 innovative building materials and disaster resistant construction=20 technologies.  =20

 

=B7        =20 The Council has = initiated=20 Construction of Demonstration Houses in Uttar Pradesh, Haryana, Chhattisgarh,=20 Madhya Pradesh. A Demonstration Community Building in Haryana; Model Informal Markets in Jharkhand and Andhra Pradesh and = establishment of a=20 Technology Demonstration-cum-Production Centre in Haryana has also been initiated. During the = year, the=20 last Demonstration Housing Project under VAMBAY at Bilaspur (Chattisgarh) =96 100=20 DUs was also completed. 

 

=B7        =20 It Developed = Technology for=20 Floor/Wall Tiles and Pavers from Granite Slurry, Technology for=20 Utilization of Marble Slurry in Self Compacting Concrete; = Flattened Bamboo=20 Composites and Laminated Bamboo Lumber Products; Housing System = using=20 cellular light weight concrete; Technology for cost effective = value added=20 thermal insulation Tiles for ceiling purposes; Building Components = from=20 Sponge Iron Waste;

 

=B7        =20 technology = package using=20 confined masonry; Specifications and Code of Practice on MCR = tiles, Ferrocement roofing channels and Filler=20 slabs.

 

13.2     = National=20 Cooperative Housing Federation of India:=

 

=B7          =20 NCHF is the apex = organization=20 of entire cooperative housing movement in the country .  It is engaged in = promoting,=20 developing and coordinating the activities of housing cooperatives = since=20 its inception in the year 1969. At the grass root level there are = now=20 about 92000 primary housing cooperatives with a = membership=20 of over 65 lakhs. 

 

=B7        =20 These cooperatives = are=20 supported by 26 Apex Cooperative Housing Federations = at=20 state level, which are affiliated to NCHF.  These federations have = raised=20 loans amounting to Rs.10159 crores=20 from funding institutions like LIC, NHB, HUDCO, = cooperative banks,=20 etc. and in turn disbursed Rs.10709 crores to their primaries as well as = individual members for the construction of 23.84 lakh dwelling units in various parts = of the=20 country. =20

 

=B7        =20 The=20 LIC has allocated a sum of Rs.125 crore as loans=20 to Apex Cooperative Housing Federations for the year 2009-10 and = raised=20 the individual loan limit from Rs.7.00 lakh to=20 Rs.10.00 per member

13.3    Central Government = Employees=20 Welfare Housing Organisation (CGEWHO)=20

 

=B7        =20 CGEWHO=20 was formed in 1990 by the Govt. of India  under the aegis of the = Ministry of=20 Housing & Urban Poverty Alleviation, as a =91Welfare=92 = organization, for=20 construction of dwelling units for the Central Government = Employees, on=20 =93No Profit-No Loss=94 basis and registered as a Society, in = Delhi, under the=20 Societies Registration Act of 1860, on 17th July,1990.=20

 

  • As=20 on date, it has completed 23 projects in 14 different cities = comprising=20 10872 dwelling units.=20
  • During the year,=20 Lucknow (Ph-I) = Housing Scheme=20 comprising of 130 dwelling units was handed over to the = Apartment Owners=20 Association. Pune (Ph-II) with 148 = dwelling=20 units was handed over in Feb/Mar=92 09. =
